Libraries will only affect the linking stage, surely?

That structure should be defined in the <net/if.h> header file.
Can you please check:
- whether the file /usr/include/net/if.h exists on your system?
- if so, whether this file includes a definition of "struct ifconf"?
(probably around line 200)
- whether the file 'include/net-snmp/net-snmp-config.h" includes
a definition for HAVE_NET_IF_H or not?
