If you want to use a non-default context, then yes - this needs to be
configured.

Those lines belong in the file 'snmp.conf'
They are used for *client* side configuration, not the agent.

Which is supplying most of these values explicitly, and does *not*
specify a context.   So you'll be using the default (blank) context.

Bottom line - why are you trying to use contexts anyway?
It's not necessary in most cases.
