The point of the "pass" and "pass-through" directives is that they are
implementing a specific defined MIB structure. (As opposed to the
"exec" or "extend" directives, which report an arbitrary command in
a fixed format).
So the MIB OID for the "pass" directive to use is determined by the
MIB that you are implementing.

No.
You can use whatever OID is appropriate for your MIB.

A couple of safer approaches:
a) Apply for an enterprise number of your own. (It's free!)
Then you can assign OIDs to your heart's content.
