It's not clear what you mean here.
There are a number of MIB modules within the Net-SNMP agent,
developed using a variety of different approaches.  They can easily
look very different - both from each other, and the output of mib2c.

This is not necessarily something to worry about.
Settle on the approach that you are happiest with, and concentrate on that.

Typically, it's just these two files that need to be coded to implement
a given MIB, yes.
