why does MIB compilation of Cisco MIBs whine about zeroDotZero?

guru% snmptranslate
No log handling enabled - turning on stderr logging
Did not find 'zeroDotZero' in module SNMPv2-SMI 
(/opt/vdops/share/snmp/mibs/Cisco/IP-MIB.my)
Did not find 'zeroDotZero' in module SNMPv2-SMI 
(/opt/vdops/share/snmp/mibs/Cisco/PNNI-MIB.my)
Did not find 'zeroDotZero' in module SNMPv2-SMI 
(/opt/vdops/share/snmp/mibs/IANA/DIFFSERV-MIB)
[...]


meanwhile, SNMPv2-SMI.txt contains a definition for zeroDotZero:

[...]
-- definitions of administrative identifiers

zeroDotZero    OBJECT-IDENTITY
     STATUS     current
     DESCRIPTION
             "A value used for null identifiers."
     ::= { 0 0 }

END



and the IMPORT statement (from IP-MIB.my) does the right thing:

IP-MIB DEFINITIONS ::= BEGIN

IMPORTS
     MODULE-IDENTITY, OBJECT-TYPE,
     Integer32, Counter32, IpAddress,
     mib-2, Unsigned32, Counter64,
     zeroDotZero                        FROM SNMPv2-SMI
[...]


what is it about MIB file syntax that i am not understanding?
