The base of the running installation is set in the file
win32/net-snmp/net-snmp-config.h
Look for the definition of INSTALL_BASE
Or use the Windows configure script
win32/Configure --prefix=D:\not\usr
I'm not sure how easy it would be to set things up with relative paths.
