Yes and no. Informs can still fail if the target host is down. The
generalized solution for "reliable traps" is to combine an NMS with
strategically placed DISMAN notification log MIB instances (supported by
Net-SNMP) and acknowledge that there will still be cases where notifications
will not be delivered.
