I got this requirement from the README file on 5.4.1.2 binary pacage. The
MIB2C requires the perl module which requires the regex.dll. I suspect the
reason for the regex not working is perhaps no one is building an snmp agent on
Windows ?

Dude, that page is dated 1997!? That's probably an NT4 executable,
maybe
even NT 3.51!!! The code is from '93 - no, I would *not* expect it to run.
What instructions told you that you need this?
