    On Unix-like systems, ports with numbers less than 1024 can only br opened 
by root.  Try it on a higher numbered port:

$ snmpd -C -c /path/to/snmpd.conf [other flags, including -Le] :10161

    Then see if it's running:

$ snmpgetnext -c community localhost:10161 .1.3
