Only a lawyer can probably answer that authoritatively and I suspect even they wouldn't because they won't make promises either. There are simply too many patents in the world to authoritatively state that a body of code has none within it. The only things that Net-SNMP uses from OpenSSL are the MD5, SHA1, DES and AES cryptography algorithms.
