was the first to incorporate it?  Was it 5.4 ???

Also can you or anyone else confirm that the version of net-snmp that 
incorporates
the hr_proc rewrite (5.4??) fixes the invalid cpu utilization issue with 
WhatsUp Gold
12 monitoring redhat 4 hrProcessorLoad ???

Yes.
5.4.2.1 is the latest release in the 5.4.x line, so includes the updated 
hr_proc code, which handles hrProcessorLoad properly.

The "HAL CPU" rewrite was first introduced in August 2006.
This predates the introduction of tagging significant updates for inclusion in 
the CHANGES file (which is why it's not listed there).

    The full list of all updates can be found in ChangeLog.
The relevant entries are mostly dated 2006-08-27 and relate to 
host/pr_proc.[ch] and hardware/cpu/*

It wasn't viewed as a "bug fix" per se.
It was more a complete re-write of the relevant section of the code.
