The structure of an SNMP request is fixed.
Community-based SNMP requests *must* include a community
string in the appropriate place.

In principle, yes.
A zero-length string is a perfectly valid string,
and is legal within the SNMP specs.

It's possible that certain SNMP applications may have difficulty
with processing such a community string, but it is strictly valid.

There is no default community defined in the SNMP specs.
That's left up to the developer.

With the Net-SNMP toolkit, this will either be "public" or the
empty string, depending on how the code was originally configured.
