The trap receiver (snmptrapd) is not relevant here.

Eh?    What on earth is the "report flag"?


I am pretty sure that the problem is going to be the access
control settings on the agent.   It's definitely worth checking
the normal causes of this particular problem before looking
for more obscure possibilities.
