It seems to be specific to the debian configuration.
If you look in /etc/default/snmpd, you'll probably see
something like

    SNMPDOPTS='-Lsd -Lf /dev/null -u snmp -I -smux
         -p /var/run/snmpd.pid 127.0.0.1'

The final '127.0.0.1' restricts where the agent will listen.
By default, the agent listens on all interfaces, just as
the documentation says.
