SNMP is primarily designed for managing *known* systems, if only because it's typically necessary to configure suitable access controls on the individual hosts. The latest (upcoming) release of the software - 5.5.rc1 - includes some limited support for IPv4 broadcasts, but this is an experimental facility, and hasn't really been tested much yet. Grab this latest version, and give it a whirl - see if it's any good for you.
