That's fully expected. A restart of NTP takes less than a second. SNMP  
monitors processes not by PIDs or kernel messages, but by just their  
name in a `ps -e`. The monitor process, by default, occurs every 60  
seconds.

Stop NTP for a minute or two, and see if you get an alarm.
