No ... tested object Is read-only. Object which should be set is read-write. 
I'm able to set it using (local even remote) snmpset as I wrote earlier. 

I repeat monitor and event definition, to be clear.
setEvent                setActive       <MIB>::test = 4321
monitor -e setActive    -r 60 "SetMonitor"   <MIB>::test2 >= 1234
