By specifying the IP address of the remote host
(i.e. the system where the master and subagent
are running).
We can't be any more specific, because you haven't
said anthing about what SNMP manager you are using.
If you're using the Net-SNMP tools, then please give
an example of the exact commands you are trying.
If you are using some other SNMP management software,
then you'll need to refer to the documentation for that
product. We can't help there.

The snmpd.conf file should include access control that
matches the settings you are using in the manager
software. If you're using SNMPv1 or SNMPv2c,
then this should be something like
rocommunity public
(or whatever community string you are using).
For configuring SNMPv3, see the project documentation
(README.snmpv3, the relevant FAQ entries, etc).
I'd also suggest you test that the manager can talk
to the core modules in the master agent (system,
ifTable, etc) first, before worrying about querying
the subagent.
