No.
SNMPv3 is used for the internal queries, in decide when to generate
the linkUp/Down traps. But the traps themselves can be v1, v2 or v3.
Whatever is best for your setup.

That's too vague a question to answer.
What configuration you should have depends on what you are trying to do.
And what should go into the manager's configuration file also depends
on what SNMP manager software you are using. Different programs use
different styles of configuration.
The fragments you posted a couple of weeks back were all appropriate
for the Net-SNMP agent.
