Generally engineIDs should never be changed for this exact reason.

You could, in theory, create new users in the usmUserTable under the new
engineID, duplicating all the existing ones.  But...  There is no way to
extract the needed new (localized) key from the existing user table.
You *must* know the user's master key or password instead if that's what
their using.  You can't do it for them.

Or better yet, don't change the engineID ;-)
