No, you can always let the operator shoot themselves in the foot as long
as they're the ones aiming the gun.  It falls on their shoulders to
ensure the engineID is unique at that point.

[And in fact, I've recommended "good" methods of creating engineIDs to
specific DoD folks but it is architecture specific and can't be done
universally]
