The licensing arrangements are described in the file COPYING
(and also on http://www.net-snmp.org/about/license.html)

This isn't GNU based licensing - it's better characterised as a BSD-style
license.  There's certainly no problem in fixing bugs and using the fixed
version.  And there's no obligation to report the bug and/or fix back to
the project (though it would be helpful if you did!)

But if you have any doubts, then you should really have your lawyers
check the text of the license and match this against your requirements.
