Steve, I'm not sure.  It is certainly possible to do what you want, but
if you want snmpd to populate the IF-MIB statistics quicker you may have
to consider modifying the IF-MIB code to do it.

Thanks for the replies.

So, this isn't a problem with SNMP it's with the update time in the
server its self.  Is there any way in which we can change this to
1-second?  We use this as a real-time monitoring of some interfaces and
need this to be per-second to match the other monitors which is also
per-second.

  That's a good point.  I can't remember what your original application
was, but the bursty nature of IF-MIB counters shouldn't matter if you
simply integrate over time.
