A large number of important objects are not writable, unfortunately. SNMP configuration does work quite well for controlling the SNMP aspects of a device itself (access control settings, where to send traps too..), along with a number of other basic network things (routing tables, etc). But much of a device's configuration is somewhat proprietary and OS dependent and can't be set over SNMP.
