The access control settings will be found in the file 'snmpd.conf', and will typically take one of two forms: either one (or more) of the group of directives rocommunity, rwcommunity, rouser and rwuser or a combination of the directives com2sec, view, group and access The simplest approach by far would be to start with an snmpd.conf file containing "rocommunity public", and build up from there. If you're still confused, try posting the snmpd.conf files from the two systems, and we'll try to help.
