It looks as if the HP-UX environment is getting confused by the empty MAN3 group Try editing the file 'man/Makefile', look for the block headed "maninstall:" and comment out (or delete) the line starting " @for i in $(MAN3) ".... (You may wish to make the same change to man/Makefile.in) That should let you install successfully.
