If you are using 'yum', then this should detect the other dependencies
and install these as well.
   Try running the command

     yum install beecrypt-devel

If this fails, please report the *exact* errors that you see.

The beecrypt RPM ought to be part of the standard RedHat environment.
It's not something that we provide.
  The only thing that you get from us would be the net-snmp RPM itself.

In fact - if you're not bothered about having the most recent version of
the Net-SNMP package, you should be able to install a RedHat-provided
version of this, direct from a RedHat repository.
Try
          yum install net-snmp
or possibly
          yum install net-snmp\*

That should take care of all of the library dependencies for you
