I know this is an older post, but I have an answer, and therefore:

> Has someone been able to use ssh as a transport method for snmp?

Yes, I've used `socat` to tunnel SNMP inside an SSH TCP port foward.
I've described the setup here:
http://www.morch.com/2011/07/05/forwarding-snmp-ports-over-ssh-using-socat/
Works fine!

All of the data generated in your IT infrastructure is seriously valuable.
Why? It contains a definitive record of application performance, security
threats, fraudulent activity, and more. Splunk takes this data and makes
sense of it. IT sense. And common sense.
