Yes - this is a special configure option to explicitly turn on all debugging
output.   Just as '--disable-debugging' will explicitly turn off all debugging.

The normal configuration would be to omit both of these flags,
in which case the debug output will only be generated when it's
actually requested.

Not really.
The right way is to run configure *without* specifying either
--enable-debugging   or --disable-debugging.
