The most likely cause is that the code written to handle this particular
MIB module only covers GET* requests, and doesn't implement SET support

I don't recognise this particular MIB module, and I'm pretty sure it's not
part of the standard Net-SNMP agent.   So it's presumably a privately
developed module.
   You'll need to talk to the people that wrote it, to find out whether it
supports SET requests.

Again - you'd need to talk to the people who designed this MIB as to
why they made the design choices they did.
