It's probably worth checking whether this is the correct location
for this file.

Try running the command
    snmpd -f -Le -Dread_config
           which will list the locations that the agent is searching for
configuration files.
Look for the line starting
    read_config:  config path used for snmpd: .....

What values are listed?
