Mixing Ubuntu and Debian packages is a recepy for disaster.
Try

# apt-cache search libperl dev

to find the name of the package.
Additionally

$ perl -V

will give you the actual version of perl installed in your box.
For installing packages, and given the lack of skills WRT to this, I'd go for
aptitude, synaptic or some other frontend for apt/dpkg.
Finally, I'm pretty sure Ubuntu has precompiled packages for net-snmp
(i.e., why going through the hassle of compiling to have 5.6 and not
5.7?)
