Just create it.
It's a simple text file, so use your favourite text editor,
and save it as ~/.snmp/snmp.conf
But you probably want to use
"mibs +BAYOUR-COM-MIB"
instead.
(So that you load this MIB file *as well* as the default set,
rather than as the only MIB that's loaded)

How did you restart the service?
As root, or a normal user?
What happens if you completely stop the agent, check that it's not
still running,
and then start the agent again (rather than restarting it)?
