That should take out all MIB modules except the core
ones required for basic operation.

And that takes out the MIB modules that handle access control.
Which is why you're seeing this behaviour.    In general, if you've
specified '--enable-mini-agent',   it shouldn't be necessary (or
advisable) to remove any further MIB modules from the agent.
