The default value is not '1' - it's one more than the previous value.
That's a fundamental requirement for proper SNMPv3 operation.

The persistence of this value is provided via the persistent snmpd.conf
file.   But this isn't something you should be changing unless you are
*very* sure you understand the consequences!
