It's easier to build net-snmp with cygwin than it is to get the dos version of net-snmp to work properly under cygwin. I submitted a patch a while back for building net-snmp for cygwin: http://sourceforge.net/tracker/?func=detail&aid=3395862&group_id=12694&atid=312694 should at least give you an idea of what's needed.
