OK - having now actually _tried_ this, it turns out that the vital module
is actually 'vacm_conf'
   (vacm_vars handles the MIB interface to the access control configuration,
while vacm_conf deals with the config file processing - without this, you
should be getting an error along the lines of
  snmpd.conf: line 1: Warning: Unknown token: rocommunity.
