Here's what I use:

agentaddress udp:161,tcp:161,udp6:161,tcp6:161
com2sec sec1 default public
com2sec6 sec1 default public
group _grpsec1 v1 sec1
group _grpsec1 v2c sec1
access _grpsec1 "" any noauth exact _all_ none none

This looks almost exactly like your sample.  It even works:

% snmpstatus udp6:hassium
[UDP/IPv6: [fd7a:629f:52a4:fe4c::1]:161]=>[Arista Networks EOS version
4.13.0-1505357.cacupertinodev.1 (engineering build) running on an Arista
Networks DCS-7504] Up: 21 days, 20:44:33.60
