There's no man page because generally users shouldn be mucking
about in snmpd's persistent storage. :-) I'm not sure why there is
an inconsistency, but it's likely that a NULL and an empty string
are treated the same in the code, so effectively they are
equivalent.

The persistent storage is where the library and mib modules store
information that needs to be saved between runs of snmpd.
