Unfortunately, the "Cannot find module" messages are simply warnings, and the
real errors that you're getting are the timeouts. The snmpset command lines
that you gave don't actually require the MIBs; you can get rid of the '-M ...'
arguments on each line and run the script again. Then you'll get the timeouts
without any "Cannot find module" messages.
Timeout means that you've got either the IP address (10.90.90.90) or the
community string (private) wrong.

I’m using Windows 10 OS.
Net-SNMP is installed at:
C:\usr\bin
and the MIBS are located at:
C:\usr\share\snmp\mibs
The above scripts uses the DGS3024_MIB_20060721 folder with the sub folders
standard and private.
When I run the script I get the follow output:
