net-snmp does have an implementation of this table - README.agent-mibs says:

inetNetToMediaTable L 5.2 M ip-mib/=/*
The "L" says that there's a Linux implementation of ipNetToPhysicalTable.
And in fact, I can query this table on a Fedora machine running 5.7.2.
What OS are you using? How did you build your net-snmp?
