It is almost all in the manuals of snmd.conf(5) and snmpcmd(1)
Excerpt from snmd.conf(5):

will pass any incoming requests under OID to the
agent listening on the

The SNMPCMD_ARGS should provide sufficient version and
administrative information
to generate a valid SNMP request (see snmpcmd(1)).
Excerpt from snmpcmd(1)
-t timeout
Specifies the timeout in seconds between
retries. The default is 1.
Floating point numbers can be used to specify
fractions of seconds.
And well I indeed had some problems with hangs and other requests
being blocked when using this and filed a bug report there some
years ago.
But//I think that issue was fixed in recent netsnmpd Versions
although the status of the bug report did not change I think.
