You seem to be on Debian 10 "buster" and to get an newer netsnmp you'll need to update your Debian installation to the recently released Debian 11 "bullseye". Bullseye has 5.9 [1], 5.9.1. is not yet packaged in official Debian repositories. If upgrading to bullseye is not a possibility, you might want to compile 5.9 for Debian 10 yourself. Hints how to do it [2].
