The difference with the CIA theory is that the support was *secret*, and (in the case of the Animal Farm movie) impacted the art in ways that the artists were not happy with. That said yes this is functionally equivalent to a continuation of patronage of the arts by the power behind the throne, just from the intelligence agencies rather than the church. - Rob.
