Thanks for the comments. I agree that perhaps the tiled background is a 
bit much but I still think it comes out well to have a reference showing 
exactly what the actual image looks like at the moment. In this case I'm 
taking a low-res image and enlarging it to 800x600 and then manipulating 
it for the "painted experience". So at times the lack of clarity may be 
confusing. The viewer may not understand why the image is all black 
(perhaps it's night) or all white (perhaps it's snowing), etc. As far as 
the background being disturbing "noise" to me it doesn't seem like that 
much of an issue since what's occurring in the "painted" image happens 
so slowly and gradually. So, obviously, having a map as the background 
image wouldn't really do anything to cover these concerns.

It would be interesting to hear what others think.
