It's unbelievable you are talking about the richest and most powerful
country on Earth with a budget of 6 billion dollars earmarked for military
expenses.
The Greek - French philosopher Cornelius Castoriadis who was one of the
most influential minds for the 68th movement in Paris, wrote a very
interesting book called "Avant la guerre".
He analyzed the US and the Sovjet Union and his conclusions were spot on:
they are not longer civil societies but militarized societies where welfare
and the "common good" has been replaced by military goals, achievement of
strategical victories control of energy sources defense of territories etc
etc
The civilians are hostages of the industrial military complexes.
Eisenhower pointed that already 1955 and Giorgio Agamben writes about it
now.
