LOTS of updates to index.html (and more to come..)
a few of which include:
. converted wstablet and wsconsctl man pages to html (and added links)
. updates galor to "status" section, several had found themselves backlogged
. switch section order around a bit.. project status is now at the top
. added a "milestones" section (retro/hindsight)
. minor formatting stuff
