Whereever you got that file from, it wasn't the base NetBSD image -
we've never shipped with certs to my knowledge.
Which isn't to say we _shouldn't_, but we currently don't. So, the AMIs
(which I've built) don't have them by default either.
You can install certs from pkgsrc; the package I generally use is
mozilla-rootcerts.
