The canonical way to add values to it is the same way as is used in the
initial setting in mk/defaults/mk.conf, i.e. "+=", e.g. from there:
ACCEPTABLE_LICENSES+= adobe-acrobat-license
ACCEPTABLE_LICENSES+= amap-license
ACCEPTABLE_LICENSES+= amiwm-license
ACCEPTABLE_LICENSES+= apple-admin-license
Which also implies that it is not a comma separated list, but just a
plain whitespace separated list.
And of course you could then have multiple on one line if you wanted to.
