Intel says (same Turbo Boost 2.0 page):

    Maximum turbo frequency indicates the highest possible frequency
    achievable when conditions allow the processor to enter turbo
    mode. IntelĀ® Turbo Boost Technology frequency varies depending
    on workload, hardware, software, and overall system configuration.

This, max. I took to be 1801 (on mine), so if it is scaled, then the
CPU has to be operating at a lower freq. (Presumably not from 1800!)

But, maybe, MHz xxx1 != Turbo Boost mode. I'm very confused now :)
